Schedule 2 of BC Regulation 241/2016 sets the monetary penalty and suspension ranges for the contraventions it lists: 54 line items, from $1,000 for an advertising violation to $25,000 for selling while suspended. A first minors contravention runs $7,000 to $11,000 or 7 to 11 days' suspension, and for most first contraventions the licensee chooses between the fine and the days; the standard waiver offer is the minimum of the range. Choose carefully: on Duty Room's math, a 7-day suspension costs a $2M-revenue restaurant roughly $38,000 in lost sales, more than five times the $7,000 fine. Minors sales, mostly. 132 of the 242 accepted penalty waivers in the LCRB's current rolling report, 54.5%, were for selling or serving liquor to a minor. The workbook records the contravention, not what triggered each one, but the LCRB's primary proactive check on minors sales is the Minors as Agents Program, running since 2011: real minors aged 16 to 18 and a half, instructed to be truthful and carrying no fake ID, sent in to see whether your staff ask. Only when it is documented. In recent Board decisions where licensees raised due diligence against a minors contravention, eight of eleven failed. The test is the two-stage Sault Ste. Marie standard: adequate training and systems, plus proof they were consistently in operation, and the Board has said plainly that good intentions are not sufficient. The defences that succeeded produced signed policies, shift briefings, staff notices, and reviewed incident logbooks. What the LCRB counts as due diligence reads the decisions.

A Notice of Enforcement Action arrives: a proposed penalty, not a conviction. You choose between signing a waiver, typically the minimum of the Schedule 2 range, and a hearing before a delegate. Most operators sign; contesting adds legal costs on top, which Duty Room estimates at $5,000 to $15,000 depending on hearing complexity.
