What changed on January 1, 2026?

Ontario Regulation 260/25 gave municipalities the option to enforce the fire code through administrative monetary penalties: orders an inspector issues directly, without a court date. The schedule is $200 for a first order, $400 for a second, and $600 from the third on, counted per provision over three years, and you have 30 days to pay or request a review. How expensive can one inspection get under AMPs?

The schedule counts per provision, so the exposure in a single walkthrough is the number of distinct listed provisions found lapsed. An inspector who finds a lapsed fire alarm test certificate, an out-of-date fire safety plan, and a wedged-open fire door writes three first-offence orders, not one. The $10,000 and $100,000 figures in industry coverage are the ceilings the statute puts on any AMP regulation, not the schedule itself; O. Reg. 260/25 tops out at $600.

What do fire-code prosecutions cost in Ontario?

Across 80 documented convictions between 2009 and 2026, the 75 with published amounts show a median fine of $11,250. Routine alarm and record cases stay low; fatal fires, repeat offenders, and multi-unit properties regularly produce fines of $25,000 to $100,000 or more, and the largest repeat-offence file reached $287,500. Which records head off a penalty order?

Four records do most of the work: the annual fire alarm test certificate current within the last 12 months, a fire safety plan that reflects the current layout and occupancy, exit routes clear of storage, and sprinkler service certificates on file, plus the hood cleaning logs inspectors ask for alongside them; hood cleaning is a Fire Code duty in its own right, but not one the AMP schedule lists. None of these are new requirements. What changed is the speed of the consequence when a scheduled record is missing.
